    7. Subsequent to the disclosure of the definitive findings, one cooperating exporting producer in Russia (Novolipetsk Iron & Steel Corporation) and one in the USA (AK Steel Corporation) offered a price undertaking in accordance with Article 8(1) of the basic Regulation.
    8. The investigation showed that the product concerned exported to the Community from Thailand and the tube or pipe fittings, of iron or steel, produced and sold domestically in Thailand have the same basic physical and technical characteristics and the same uses. They are therefore to be considered as like products within the meaning of Article 1(4) of the basic Regulation.
    9. On 13 November 2008, pursuant to Article 5 of the basic Regulation, the Commission initiated by a notice published in the Official Journal of the European Union [2] (‘notice of initiation’), the anti-dumping proceeding with regard to imports into the Community of welded tubes, pipes and hollow profiles of square or rectangular cross-section, of iron other than cast iron or steel other than stainless (‘hollow section’), originating in Belarus, Turkey and Ukraine (‘the countries concerned’).
    10. Further to a request by two exporting producers of GOES in Russia, namely OOO VIZ — STAL, (‘VIZ-STAL’) and Novolipetsk Iron and Steel Corporation (‘NLMK’), the Commission initiated in August 2002 an investigation pursuant to Article 11(3) of the basic Regulation, with respect to VIZ STAL [6] and subsequently, in October 2002, an investigation pursuant to Article 11(3) of the basic Regulation with respect to NLMK [7].
    11. As in the previous investigations, these investigations have shown that the tube or pipe fittings of iron or steel, produced in Thailand and sold domestically and/or exported to the Community have the same basic physical and chemical characteristics as the tube or pipe fittings sold in the Community by the Community producers and, therefore, are considered to be like products within the meaning of Article 1(4) of the basic Regulation.
    12. The investigation showed that the product concerned exported to the Community from Thailand and the tube or pipe fittings, of iron or steel, produced and sold domestically in Thailand have the same basic physical and technical characteristics and the same uses.
    13. Further to a request lodged by the European Confederation of Iron and Steel Industries (Eurofer) on behalf of the Community industry of grain oriented electrical sheets, the Commission initiated an expiry review in accordance with Article 11(2) of Commission Decision No 2277/96/ECSC [3] (the ‘basic Decision’).
    14. On 24 January 2008, pursuant Article 11(3) of the basic Regulation, the Commission published in the Official Journal of the European Union a notice of initiation (‘notice 3’) of an interim review limited to the dumping of one exporter of certain welded tubes and pipes, of iron or non-alloy steel originating in Ukraine, the Interpipe Group (the ‘Ukraine interim review’).
    15. Further to a request lodged by the European Confederation of Iron and Steel Industries (‘Eurofer’) on behalf of the Community industry of GOES, the Commission initiated an expiry review in accordance with Article 11(2) of Commission Decision No 2277/96/ECSC [3] (‘the basic Decision’).
